Position : Country Finance Manager
Grade : E
Department & Location : Finance, CO/ Bissau

Reports to (position):

Country Director, Plan Guinea Bissau (matrix managed by Regional Finance Manager for WARO based at the Regional Office in Dakar)

Purpose: How does this post support Plan’s strategy and mission?

Working in 50 developing countries across Africa, Asia and the Americas, Plan aims to reach as many children as possible, particularly those who are excluded or marginalised; with high quality programs that deliver long lasting benefits by increasing its income, working in partnership with others and operating effectively.

The post holder provides timely and reliable financial information and analysis that leads to effective decision making in country. He/She participates in the country management team; leads business planning process; manages accounting and treasury functions; produces financial reporting and analysis; implements internal financial controls; and manages and develop people.

Dimensions of Role:

Financial measures or statistics relevant to post such as budget; list of direct and indirect reports

Direct supervision of 3 positions, namely, 1 Grants Finance Coordinators, Chief Accountant and Budget and Financial controller.
Management of the departmental budget at the Country Office and Program Area Finance units.
Ensuring that the Country Director (CD) and CMT are provided with timely data and analysis to support effective financial management and the optimal use of resources.

Typical Responsibilities – Key end Results of the Position:

“What” is done and “why”, but not “how”; include indicators for success

Business Planning Process:

Facilitates and coordinates business planning processes where these relate to issues of financial management.
Communicates instructions and milestones for business planning, including long-term planning, budgeting, quarterly forecasting and cash flow forecasting.
Consolidates and reviews planning/budget inputs.
Supports the CD in communicating business plans to the wider organization, and specifically the Regional Office (RO).
Supports the CD in disseminating approved business plans.

Accounting and Treasury:

Manages general ledger and cash management processes.
Ensures compliance with agreed roles of the Finance Department related to payroll management.
Monitors transaction to partners.
Ensure Compliance with all local regulatory legislation(Tax, Pension, etc)

Financial Reporting and Analysis:

Prepares and reviews periodic financial reports, with accompanying senior management level analysis.
Support the CD’s submission of timely and reliable financial information to the wider organization and to third parties as appropriate.

Internal Financial Controls:

Manages finance related risks

Ensures appropriate financial controls processes, procedures and systems are in place and adhered to.
Follows up on audit recommendations and actions related to financial management.
Ensure finance related audit actions are implemented and alternative actions taken as required to address weaknesses in financial controls and procedures identified in finance and other forms of audit reports

Role in the CMT:

Ensures that the Country Director (CD) and CMT are provided with timely data and analysis to support effective financial management and the optimal use of resources.
Participates in CMT decision-making related to all areas of business.
Supports CMT in the management of relationships and processes relating to partners (including government entities, donors, NGOs, communities), including partner assessment.
Takes responsibility as part of the CMT for the effective implementation of controls and approaches to risk management.

Dealing with Problems:

Complexity of problems handled & the degree of investigation, analysis, & creative thinking required to solve them

Often required to influence others outside of line management relationships.
Required to balance operational and strategic demands of the role.
Requires high level of creativity, judgement and decision making in order to adapt Plan’s processes and messages, from the strategic level to implementation, to local context.
Provides financial information and analysis that supports the country programme to meet agreed objectives.
Ensures appropriate mechanisms/policies/procedures are put in place and maintained in order to uphold the organization’s reputation.

Knowledge, Skills, Behaviours, and Experience Required to Achieve Role’s Objectives:

Gained through education, training, & experience

Qualification and Experience

Have at least a bachelor degree in finance / accounting, management sciences, audit or any other equivalent degree;
Have at least five (5) years’ professional experience in the field of financial and accounting management, audit, internal control etc.
A thorough knowledge of accounting principles, financial systems, and MS Office, especially Excel and Word;
Fair Knowledge of project management is an asset;

Communications and Working Relationships:

Working contacts inside and outside the organization; include the purpose and level (high, medium, low) of the contact

Internally: Working closely with the Country DIrector, collaborating with other functions-business development, HR, program, communications & Marketing to ensure that Finance processes are integrated and aligned. Frequent communications with PAMs, other line managers, IH and WARO Finance staff and regional networks.

Externally: Effective communications with government revenue office, Plan’s partners and other stakeholders as deemed necessary.
