Under the guidance and direct supervision of the Coordinator, PBF-Secretariat), the Programme Analyst is responsible for management of PBF-Secretariat activities and initiatives. The Programme Analyst analyzes political, social and economic trends and provides policy advice services in addition to formulating, managing and evaluating of PBF activities.

The Programme Analyst supervises program support staff and coordinates the implementation of activities. The Programme Analyst works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful project implementation.

Functions / Key Results Expected

Summary of Key Functions:

  • Management of the PBF-Secretariat program
  • Implementation of program activities and strategies including knowledge building and management functions
  • Support for Secretariat functions of the PBF
  • Creation of strategic partnerships and implementation of the resource mobilization strategy
  • Provision of top quality policy advice services to PBF Coordinator and heads of UN agencies

1. Ensures effective management of the PBF Secretariat program focusing on quality control from formulation to implementation achieving the following results:

  • Manage PBF- Secretariat project implementation per workplan, including training initiatives and communication strategy
  • Effective application of RBM tools, including establishment of workplans and management targets (BSC) and monitoring achievement of results.
  • Facilitate interagency processes to design and formulate PBF project documents and coordinate required revisions and provide substantive imputs, including budgets, and final submission
  • Oversee financial management and monitor expenses and budgets, including identification of operational and financial problems, development of solutions and follow up on audit recommendations. All exceptions are timely reported.
  • Organize and participate in recruitment processes
  • Monitor PBF Secretariat project and projects funded by PBF, including drafting periodic and final reports and support RUNOs with project reporting and evaluation functions
  • Supports implementation of communication functions of the PBF Secretariat
  • Organization of trainings for the operations/ projects staff on programme issues.
  • Oversees entry of projects into Atlas, ensuring and reviewing project closure for accuracy.
  • Program Analyst can perform functions of Manager Level 1 in Atlas for POs and vouchers approval

2. Ensures implementation of program strategies focusing on achievement, including knowledge building and management functions:

  • Help organize training events, including contracting, budget development, convening participants.
  • Prepare and/or contribute to concept notes, TOR for project proposals and training events, consultants and staff contracting and project evaluations. Develops evaluation criteria and evaluates potential contractors and staff per establish criteria.
  • Prepare and provide substantive inputs to talking points, speeches and SG reports and other strategic documents.
  • Research and contribute substantively to training efforts, including developing lessons plans. Facilitate components of trainings and small group work
  • Support communication functions of the secretariat, including preparation and review of project summaries, press releases, media advisories, articles and emblematic stories for publication.
  • Prepares regularly scheduled donor reports on activities, outputs and outcomes and revises RUNO reports and provides substantive revisions.
  • Supports knowledge building and management function, including contributing to case studies, M&E data gathering, analysis and reporting functions as well as documenting and preserving a record of lessons learned.
  • Supports CO and corporate business processes per Standard Operating Procedures
  • Review, revise and correct translated document.
  • Any other related task as directed by the PBF Coordinator

3. Support for PBF Secretariat Functions

  • Accompany political, social and economic situation in the country and provide thorough analysis of context
  • Organizing oversight meetings with national counterparts, preparing meeting agendas, recording minutes and sharing minutes and documents with relevant stakeholders, including technical team and UNPAF Steering Committee
  • Document, communicate and ensure follow-up of leadership decisions;
  • Ensure submission of appropriately signed and complete documentation on approved projects to the UNDP
  • Multi-Partner Trust Fund (MPTF) Office in New-York, including ensuring timely submission of RUNO half-year, yearly and final reports.
  • Establish and maintain a repository of knowledge regarding the rules and regulation of the PBF, MPTF-O and related management arrangements
  • Provide guidance on MPTF and PBF procedures and requirements, including setting up new projects and ensuring financial closure of projects that have ended;
  • Maintain and update an archive of PBF and PBC-related documents;
  • Ensure linkages of PBF- GB to other national processes such as Terra Ranka and UNPAF, Fragility Studies, etc.

4. Ensures creation of strategic partnerships and implementation of the resource mobilization strategy in cooperation with the Management Support and Business Development Team focusing on achievement of the following results:

  • Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities.
  • Research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

5. Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

  • Update PBF national focal point and other UN leaders regularly and provide continuous proactive substantive inputs and analysis to PBF Coordinator on all PBF-related issues.
  • Identification of sources of information related to policy-driven issues related to the PBF projects.
  • Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
  • Sound contributions to knowledge networks and communities of practice.

Education: Advanced university degree (Master’s degree or equivalent degree) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field. ; or a first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: 5 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design of development project, monitoring and evaluation. Experience in the usage of computers and office software packages, experience in handling of web-based management systems.

Experience in peace Building project constitute an advantage.

Language Requirements: Fluency in Portuguese and (French or English).

Contract Duration: 1 Year with possibility for extension
