CONTEXT:

Under the direct supervision of the Head of Office in Guinea Bissau, and the technical supervision of the Regional Migration Health Specialist in the Dakar Regional Office, the successful candidate will be responsible for the overall implementation, supervision, management, coordination and strategic guidance of IOM’s Health Programming in Guinea Bissau.

She/he will provide programmatic management, coordination, strategic guidance and technical oversight to IOM’s health activities; ensure coordination with Ministry of Health and Family Welfare, INASA, World Bank (REDISSE), World Health Organization (WHO) and health sector partners; liaise and collaborate with other IOM sectors and guide project and programme development. Specifically, the Health Project Consultor will be accountable and responsible for adapting, planning and implementing the IOM Health Programme.

TASK TO BE PERFORMED·

  1. Coordinate the management and administration of IOM’s Health Programme with a particular focus on International Health Regulations (IHR) under the overall Heath Border Mobility Management (HBMM) framework.
  2. Provide strategic and technical guidance for emergency health programming and health system strengthening activities including outbreak preparedness and response, Primary and Secondary Health Care service delivery or adequate referrals systems, Community Health Education, health infrastructure development and capacity building programming.
  3. Represent IOM at relevant coordination meetings or if indicated lead the response in country and liaise closely with key partners. Liaise with medical partners such as Ministry of Health and Sanitation (MOHS), INASA, World Bank (REDISSE), World Health Organization (WHO), US Centers for Disease Control (CDC), and other stakeholders, to ensure implementation of standardized HBMM Project.
  4. Develop, prepare, implement and manage health projects and programmes ensuring that they are:

a. consistent with IOM’s policies, thematic guidance notes and any relevant national policies and/or regional strategies;

b. coherent, relevant, and feasible, and consider good practices in the area of migration health; and,

c. developed and implemented according to IOM’s project development procedures as established by the IOM Project Handbook and related Standard Operating Procedures (SOPs).

d. guide clinical and non-clinical IOM Migration Health staff to ensure preparedness and outbreak response while ensuring successful implementation, solid M&E and timely reporting

  1. In line with outbreak preparedness and response, conduct necessary assessments and identify adequate solutions
  2. Develop, strengthen and expand partnerships with the Ministry of Health, especially INASA and World Bank (REDISSE), also World Health Organization (WHO) Country Office and other relevant NGOs and parties, including local NGOs/ Community-Based Organizations (CBOs) in order to develop a migrant health agenda at country level (including through the development of Memorandum of Understandings (MOUs) at country level.
  3. Develop project and lead proposals with a public health focus link to INASA and World Bank (REDISSE). Monitor the implementation and assess the evaluation of these projects – including those having a country focus
  4. a. ensure that they are consistent with IOMs strategy, thematic guidance notes and any relevant national policies and/or regional strategies;
  5. b. coherent, relevant, and feasible, and consider good practices in the area of migration health; and,
  6. c. developed according to IOMs project development procedures as established by the IOM.
  7. Work with Ministry of Health (MoH), INASA, World Bank (REDISSE) and WHO on health projects including, Health System Strengthening and Border Health related to the National Recovery Plan in line with the MHD strategic objectives, and Country Strategy Priority.
  8. Contribute to periodic technical updates and documentation/ dissemination of best practice materials.
  9. Provide technical support and oversee a training and development plan to assist with building the capacities of IOM staff in the relevant MHD programme areas through a combination of formal job mentoring.
  10. Identify emerging issues to ensure that IOM programmes are based on scientific evidence while ensuring that analysis and sharing of health data of significant relevance stemming from IOM programme in the area of migration health is maintained.
    Tangible and Measurable Outputs of the Work Assignment:

a) Number of personal with strengthened capacities at points of entry (POEs) to detect and respond to Public Health Emergencies (PHE) at airports, sea ports and designated ground crossings, according to IHR;

b) Number of training activities delivered at POEs and border health facilities to respond to a PHE;

c) Number of country staff with strengthened capacities to manage health projects on prevention and response;

d) Coordination of cross-border health surveillance has been strengthened;

e) Number of training and people trained at INASA to implement cross-border coordination and surveillance activities.

The activities below must be delivered

  1. Development of SOPs for detection, notification and case management of PHEs in 8 entry points;
  2. Training of border agents on the SOPs developed;
  3. Provision of printed SOPs and additional job aids to the points of entry;
  4. Conducting of 1 table top simulation exercise in the 8 entry points mentioned above to assess post-training capacity;
  5. Creation of an action plan for further capacity development activities;
  6. Skills transfer to key HR identified;
  7. Monitoring and data collection (notification, analyses, validation and implementation of data collection tools) at POE;
  8. Conduct a needs assessment to identify district and national cross-border capacity and current gaps;
  9. Work with relevant stakeholders to develop district-level memoranda of understanding (MOU) and SOPs for the creation of cross-border surveillance committees in the districts of the 5 official points of entry, except for ports and airport;
  10. Establishment of a coordinated system for the transfer of data between neighbouring countries, particularly Senegal and Guinea Conakry.

DESIRABLE QUALIFICATIONS:

Education and Experience:

  • Degree in Epidemiology, Medicine, Nursing, Public Health or related field with a Master’s Degree in Public Health or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above field with at least five years of relevant professional experience.
  • An additional qualification in tropical medicine, epidemiology and/or public health is an advantage.

Experience and competencies:

  • Experience of which at least two years are at an international level, preferably involving migration health issues;
  • Work experience in resource limited settings and extensive fund raising is advantageous;
  • Experience in Point of Entry and IHR are advantageous;
  • Experience in capacity building of staff, knowledge transfer, adult learning is an advantage;
  • Proven capacity and vision to develop and implement programmes in the area of migration and health;
  • Sound experience working with international organizations, regional organizations, ministries of health and other governmental entities, the private sector and civil society;
  • Proven experience in communicating scientifically to specialized audiences;
  • Knowledge of monitoring and evaluation;
  • Superior reporting and writing skills.
  • Fluency in Portuguese and English is required. Knowledge of French is an advantage.
