Reports to : Chief of Mission and M&E Officer

II. ORGANIZATIONAL CONTEXT AND SCOPE

To improve migrant protection, voluntary return and reintegration along the Central Mediterranean route in Africa, the European Union (EU) and the International Organization for Migration (IOM) launched in 2016 the Joint Initiative for Migrant Protection and Reintegration in Africa. The Joint Initiative was launched to strengthen migration governance and to respond to the urgent need to protect and save the lives of migrants along the Central Mediterranean migration route. It covers 14 countries: Burkina Faso, Cameroon, Chad, Côte d’Ivoire, Gambia, Ghana, Guinea-Bissau, Guinea, Libya, Mali, Mauritania, Niger, Nigeria, and Senegal. It aims to make sure that migrant dignity and rights are fully respected, and to support their reintegration process through an innovative approach.
In this context, the IOM Guinea-Bissau is recruiting an M&E Assistant.
Under the overall supervision of the Chief of Mission, and under the direct supervision of the M&E Officer, in close collaboration with the M&E Regional Officer, the successful candidate will assist in the implementation of monitoring and evaluation exercises. She/he will also assist in the project implementation.

III. RESPONSIBILITIES AND ACCOUNTABILITIES

1. Assist the M&E Officer in drafting and reviewing country project reports, making sure of their effective external communication and identifying relevant monitoring needs;
2. Assist the M&E Officer in developing new monitoring and evaluation tools, in close collaboration with the RO M&E Regional Officer;
3. Carry out field monitoring visits based on needs identified by the M&E Officer;
4. Conduct desk and/or field research based on findings and recommendations from monitoring and evaluation exercises;
5. Collect, compile, and analyse country information for further assessment of issues identified by or with the project team;
6. Assist the M&E Officer in the overall implementation of M&E activities;
7. Contribute to the development of strategic and technical partnerships with the relevant governmental bodies, SCOs, UN Agencies, and any other stakeholder, to promote IOM reintegration activities;

8. Attend meetings with donors and national stakeholders as well as events covering IOM’s actions;
9. Provide technical support or advice to CO’s staff as required;
10. Perform such other duties as may be assigned.

IV. REQUIRED QUALIFICATIONS AND EXPERIENCE EDUCATION

• Bachelor’s degree in Social Sciences, Statistics, Economics, or a related field from an
accredited academic institution, with 3 years of relevant professional experience, or
• High school Diploma/Certificate with 5 years of relevant professional experience.
EXPERIENCE
• Experience in project monitoring and evaluation;
• Very good knowledge of MS office, including knowledge of data processing software (SPSS,
Stata, GIS, etc.) is a strong advantage;
• Excellent writing and editing skills;
• Work experience in UN System is an asset.

V. LANGUAGES

Required Advantageous
For this position, fluency in Portuguese is required (oral and written).
Working knowledge of French and/or English is an advantage.
