ROLE PROFILE

role PURPOSE

Provide support to CO operations through cash forecasting. Ensure availability of funds to support operations, preparation of financial reports & clearing intercompany accounts for dissemination and decision making. Budgetary control for the effective implementation of financial plans. Implement cost recovery measures, adherence to Plan International policies, procedures and guidelines, managing the ERP system.

Accountabilities

Reporting

  • Prepare Country Office financial management reports (Monthly, quarterly and yearly).
  • Prepare CO half year and year-end financial schedules.
  • Conduct submit monthly community and partner visits reports.
  • Review and provide comments on the CO financial reports i.e. Monthly SAP sub ledger reports, CMP Advance Register Analysis, Budget vs. Actual reports etc.
  • Review CO sub ledger for all advances and prepaid expenses.
  • Review CO monthly bank reconciliation statement and reconciliation report.
  • Foster the application of Plan policies and procedures in all operations of the CO.

Budgeting and budgetary control

  • Work with project managers to fully costs all projects
  • Consolidate the annual budget in line with Global Hub instructions
  • Update the annual budget with current IGF and upload Budget in SAP quarterly

Treasury Management and Cash Forecasting

  • Consolidate cash forecast request
  • Prompt transfer of funds to Project bank accounts.
  • Monitor transfer of funds from IH/NOs and local donor and record them appropriately
  • The CO bank accounts balances should never be negative and bank issues followed up in a timely manner with support of Finance Controller.

ERP System Management

  • Follow up projects to close
  • Review new project outlines and project modifications
  • Make sure Derivation of WBS-Funded Program in SAP is done
  • Follow-up NR grants
  • Review and manage intercompany transactions
  • Country SAP balances especially balance sheet accounts are accurate before closing the Country’s SAP.
  • Ensure SAP monthly ledger reports are printed and signed off.
  • Analyse Country SAP balance especially expense accounts after closure and effect the necessary corrections with the support of the Accounts Payable Accountants.

Cost Recovery.

  • Keep track level of effort of all positions supporting grants positions and prepare the appropriate Country/NO charges through intercompany.Coordinate with Administration to have all grants invoiced for all operational costs recoveries.
  • Journal posting and update status of monthly process for cost apportionment.

Technical expertise, skills and knowledge

  • Professional Financial/Accounting qualification (CPA or equivalent)
  • At least 3 years’ experience in a similar role.
  • Proven experience in project financial management
  • Good understanding of operations in an NGO environment
  • Communicates clearly and effectively.
  • Ability to facilitate participative processes.
  • Independence, objectivity and integrity.
  • Organized, methodical and meticulous.

This post is based in Bissau, which at present is a normal operational environment.
