Background

The Regional Office for West and Central Africa (ROSEN) of the United Nations Office on Drugs and Crime (UNODC) is tasked with assisting Governments in its region with building capacity in the areas of drug control, crime prevention and criminal justice. Activities are implemented through regional and thematic programmatic frameworks.
ROSEN Law Enforcement Section supports the implementation and monitoring of ongoing projects at national and regional level to counter drug trafficking, illicit trafficking, human trafficking and smuggling of migrants, organized crime, trafficking in firearms, money laundering, wildlife trafficking and maritime crime, as well as the development of new project proposals. It also ensures that UNODC’s law enforcement projects and initiatives are aligned with UNODC Regional Programme for West Africa.
ROSEN requires the services of a consultant (Law Enforcement Expert) to provide technical assistance and mentoring to address the drug and crime situation in Guinea-Bissau, in support of the West Africa Coast Initiative (WACI) Project and the Transnational Crime Unit (TCU) in Guinea-Bissau.
The Consultant will also lead UNODC’s activities in Guinea-Bissau related to trafficking in persons and more largely to transnational organized crime, as well as assuring UNODC’s cooperation with national counterparts.
The Consultant will support the coordination and implementation of the WACI Project by providing training, mentoring and monitoring the performance of the TCU of Guinea-Bissau.
The Consultant will also work with criminal justice actors in Guinea Bissau (judicial police, prosecutors, judges, immigration officials, NGOs and other crucial actors) to increase the investigation and prosecution of drug trafficking, trafficking in persons and other transnational organized crime cases.

Duties and Responsibilities

The Consultant will be based at the UNODC Field Office in Bissau, Guinea-Bissau, for the whole duration of his/her assignment, with possible missions to other Portuguese-speaking countries in West Africa.

Under the direct supervision of the UNODC Regional Crime Prevention and Criminal Justice Officer heading the Trafficking in Persons / Smuggling of Migrants Unit, and the overall supervision of UNODC Senior Regional Law Enforcement Advisor, based at ROSEN in Dakar, Senegal, the incumbent will perform the following tasks:
• Support the WACI Project in monitoring performance and operating procedures of the Transnational Crime Unit (TCU) of Guinea-Bissau and propose ways forward for reforming the unit to increase national ownership, sustainability and effectiveness;
• Assist WACI Project in the identification, preparation, coordination and conduct of specialised training and mentoring activities for Bissau Guinean law enforcement agencies;
• Enhance cooperation between law enforcement and judiciary institutions to enhance the ability of the Bissau Guinean Judiciary to investigate and prosecute transnational organized crime cases;
• Provide technical expertise to enhance intelligence collection and analysis, surveillance, tactical operations and international coordination to the TCU and other national law enforcement agencies;
• Monitor complementary law enforcement activities in the country and promote synergies between WACI actions and other national, regional or international initiatives in the fields of drug control, crime prevention and reform of criminal justice;
• Analyze the major trends and modus operandi with respect to organized crime, drug trafficking and human trafficking in the country;
• Provide substantive support to UNODC’s other actions in Guinea-Bissau related to transnational organized crime and trafficking in persons;
• Provide substantive input and/or availability to support the implementation of UNODC-ROSEN portfolio in West African Portuguese-speaking countries;
• Support other UNODC activities, as required.
Deliverable and Output To be accomplished by (date):
• Development of a strategy for national authorities to improve TCU sustainability and ensure the TCU is included in the legal framework of the national security architecture (20 days – 30 October);
• Conduct of training and mentoring services for TCU officers and other law enforcement officers to enhance their response to the drugs and crime situation in the country (23 days – 30 November);
• Support the drafting, setting up, use and dissemination of standard operating procedures related to the detection and investigation of drug trafficking, trafficking in persons and other transnational organized crime cases for law enforcement agencies (21 days – 30 December);
• Provision of a yearly report on WACI implementation in Guinea-Bissau, including information on TCU’s functioning and performance and follow up actions (15 days – 20 January).

Required Skills and Experience
Academic requirements:
Academic training from a recognized university, national police, customs, or other staff training college, with specialization in investigation and/or law enforcement training delivery is required.

Experience:
At least 15 years of relevant and progressively responsible work experience, including law enforcement, criminal investigation, training and mentoring as well as practical experience in working in law enforcement crime units at the national and/or international level is required; demonstrated experience in developing and conducting training and mentoring to large groups of police officers and inspectors, especially on the issues of countering drug trafficking, trafficking in persons and transnational organized crime; working experience in Africa is an advantage.

Languages:
Fluency in Portuguese, with proven drafting and communication skills, is required; proficiency in English is an asset.
Indicators to evaluate the consultant’s performance:
All the outputs should meet the satisfaction of the UNODC ROSEN Regional Representative based in Dakar, according to the following criteria:
• Quality of the outputs submitted;
• Technical competence;
• Timeliness of the delivery.

Payments will be made upon satisfactory completion and/or submission of outputs/deliverables.
Please note that last payment must coincide with the end of the contract and must be identical to payment phases in the engagement of consultant/IC request.

Criteria for selection:
• Academic training from a recognized university, national police, customs, or other staff training college, with specialization in criminal investigation and/or law enforcement – 20pts;
• At least 15 years of relevant and progressively responsible work experience, including law enforcement, criminal investigation, training and mentoring as well as practical experience in working in law enforcement crime units at the national and/or international level -40pts;
• Work experience in developing and conducting training and mentoring to large groups of police officers and inspectors, especially on the issues of countering drug trafficking, trafficking in persons and transnational organized crime; work experience in Africa, preferably in West Africa -30pts;

• Fluency in Portuguese with proven drafting and communication skills is required; and a good understanding of English – 10pts.
