With the 2030 Agenda for Sustainable Development at its core, and in response to the General Assembly resolution 71/243 on the quadrennial comprehensive policy review of operational activities for development of the United Nations system, the UN Secretary General’s report (December 2017) ‘Repositioning the United Nations development system to deliver on the 2030 Agenda: our promise for dignity, prosperity and peace on a healthy planet’ puts forward a comprehensive proposal on further improvements to the resident coordinator system to ensure more coherent, accountable and effective support for the 2030 Agenda. This was further reinforced by General Assembly resolution 72/729 of 1 June 2018, which gave the Secretary-General the mandate to implement the repositioning. A reinvigorated resident coordinator system is at the center of a repositioned United Nations development system, and while the system has been instrumental in driving coherence on the ground over the past four decades, it is now insufficiently robust to respond to the needs of the 2030 Agenda. The report stresses that resident coordinator offices will need to be adequately staffed to ensure substantive technical capacities to lead United Nations country teams. The core capacity will include expertise in coordination and strategic planning, economics, tailored policy support, results monitoring and evaluation, and strategic partnerships, plus a robust standing communications capacity within the United Nations country team

The UN Country Team in Guinea Bissau is represented by FAO, UNDP, UNFPA, UNICEF, WFP, UNHCR, WHO, OIM as well as by the liaison offices of non-resident agencies part of the UNCT. Some of the agencies mentioned above have an official or de-facto communication officer. These officers, together with a Public Information officer (UNIOGBIS) constitute the United Nations Communication Group (UNCG) in Guinea Bissau. The incumbent will co-facilitate the UNCG, together with UNIOGBIS public information officer.

Summary of key functions:

Under the direct supervision of the Resident Coordinator, the UN Communications Analyst will undertake the following tasks:

In close collaboration with UNCG (United Nations Communication Group) members :

  • Assist in developing, together with competent UN entities, UN Guinea-Bissau Common Communication and Advocacy Strategy, and facilitate its implementation and follow-up;
  • Co-facilitate UNCG meetings (including preparing reports, annual working plan, learning plan/activities, etc.);
  • Organize media coverage of key UNCT events and inter-agency field missions;
  • Ensure that the “UN System” Guinea-Bissau website is up to date at all times and credible;
  • Ensure timely and efficient preparation, both substantively and logistically, of joint UN advocacy events, including commemoration of special/ international days observed in the country
  • linked to UNCT mandates.
  • Establish and maintain a partnership with the media (including TV, radio, and newspapers) and ensure continued flow of UNCT relevant information for their dissemination.

In close collaboration with RC Head of Office, support the UN Resident Coordinator through:

  • Advise and support the UN Resident Coordinator in her capacity as spoke person of the UNCT in Guinea-Bissau.
  • Prepare and support formulation of background notes, speeches and talking points for public appearances.
  • Facilitation of knowledge building and knowledge sharing within the UN in Guinea-Bissau and UN system globally.
  • Identify new and creative ways to show how UN programmes are delivering results (emphasizing inter-agency collaboration) and promote a coherent image of the UN.
  • Advocate for the concept of ‘One UN’, on behalf of UNCT.
  • Produce advocacy and communications materials (including briefs, proof stories, and photographs for broadcast, print and web-based posting) around the SDGs campaign.
  • Issue press statements and background briefings for local and international media
  • Track how information about UN is reflected in media reports as well as correcting misinformation as required.
  • Quality control UN’s common interventions and advice UN communication group members, UN country team and UN resident coordinator on outreach activities to ensure a coherency and accuracy.
  • Maintain and organize internal and external information in relation to the Resident Coordinator System activities, including relevant communication initiated from the Resident
  • Coordinator’s office, United Nations Development Group Office (UNDGO) and other Headquarters Units in a systematic manner.
  • Implement initiatives to disseminate information about the work and impact of the UN in Guinea Bissau (briefings, press releases, reports, etc).
  • Prepare speeches and other relevant communication and advocacy activities.
  • Track relevant news on national and international media related to Guinea Bissau development activities and provide periodic Press Clippings

Support the design and maintenance of the UN website and other information tools (such as intranet, UN family web-based knowledge management system) focusing on achievement of the following results:

  • Coordinate the design and maintenance of the UNCT website.
  • Editor of the UN web site and intranet to ensure credible and reliable running and maintenance.
  • Prepare and revise the content for the UNCT website to ensure consistency of messaging and materials
  • Perform any other related task as assigned by the Resident Coordinator or Head of the RC Office.

  • Bachelor’s degree in communications, Journalism, public relations or related fields

Experience :

  • A minimum of 3 years of progressively responsible experience in communications, public relations, journalism and advocacy.
  • Understanding of development paradigms and socio-political situation of Guinea-Bissau and the sub-region.
  • Work experience in institutional communication will be an asset.
  • International experience an asset, especially with the United Nations System, familiarity with UN Reform agenda, SDG’s and other global initiatives
  • Good knowledge of HTML and website development and maintenance.
  • Good command of Windows Office, MS publisher, Macro Media Dream Weaver or equivalent.

Languages :

  • Fluency in Portuguese. In addition, excellent command of French and/or English required.
