Job Description (Terms of reference)

Post Title: Monitoring & Evaluation Coordinator (MEC)
Project Name: ROPE_4more
Location: Guinea Bissau, main bases are Buba and Bissau. Field trips in tabancas of Quinara and Tombali.
Duration of Appointment: start December 2019 (six months contract with possibility of renewal)

The Monitoring & Evaluation Coordinator (MEC) has a leading role in providing the country’s teams’ technical skills. S/he is the main point of contact between the data collection and data entry teams and Research and Education Managers, supporting their work in designing/planning the ME tools and surveys, training and making sure that data collection/entry is completed with high accuracy, coordinating both the field data collection and the data entry in the office. MEC’s role is crucial to the success of ROPE_4more.

Most children in rural Guinea Bissau leave school without basic literacy and numeracy skills. Although enrolment in rural areas has increased from 24% to 60% over the past ten years (MICS 2000 and MICS 2010), competencies in language and maths remain very low (Boone et al. 2013). Primary schools in rural Guinea Bissau are characterized by poorly trained, insufficient and under motivated teachers, a lack of materials for teaching and learning, poor infrastructure and inadequate didactic teaching pedagogy.

ROPE_4more is an expansion of ROPE trial – Raising Outcomes in Primary Education implemented between 2014 to 2017. ROPE was a Randomized controlled trial type of study, involving 49 villages in the regions of Quinara and Tombali. During the trial 16 tabancas received the education programme (intervention), whilst 33 were control.
The results of the trial showed a tremendous improvement in the literacy and numeracy of those children who had received ROPE programme compared to the control children.
Following from the trial’s success, ROPE_4more aims to extend the same quality programme to children entering primary education in all the villages that participated in the trial, both control and intervention. ROPE_4more will follow on from ROPE’s programme core structure and main activities, but it will also include 4th grade, reaching more children directly and indirectly.

Qualifications and Skills
•University degree in Monitoring and Evaluation (or related fields as Social Sciences – Education, Economics, Sociology, will also be accepted) or a minimum of 5 years’ experience in the field of Monitoring and Evaluation;
•Fluent oral and written Portuguese; fluent Crioulo (desirable); and good working knowledge of English;
•Experience in working with assessments in education (development and implementation);
•Experience in working in development projects;
•Ability to transfer knowledge to diverse audiences, through training, mentoring and other formal and informal methods;
•Knowledge and experience in MS Office Suite to install, identify and solve problems (with Word, Excel, Access and PowerPoint);
•Some knowledge and previous experience with data analysis, and statistical software like SPSS and STATA.

Additional Requirements
•In depth understanding of local context;
•Expertise in assessment of student learning (skills, knowledge and attitudes);
•Ability to work collaboratively with Research and Education managers, field facilitator, data supervisors and assessors;
•Excellent writing and training skills;
•Demonstrated evidence of strong interpersonal and communications skills, effective critical thinking, and the ability to set priorities and manage multiple tasks;
•Demonstrated creativity and strategic thinking with the ability to take initiative and the willingness to learn;
•Demonstrated experience of working with complex tasks that require meeting critical deadlines.

•Assist in the design of the M&E tools and manuals;
•Supervise, coordinate and conduct surveys, programme monitoring systems, and assessments;
•Manage participatory data collection, analysis and reporting;
•Support the design, preparation, coordination and delivery of surveys and monitoring trainings;
•Participate in the selection of field workers and data entry teams, writing the ToR and recruitment, and interviews;
•Supervise and coach M&E Officers;
•Ensure collected data quality and reliability;
•Support efforts to enhance program M&E systems and standards;
•Collaborate with EI Intervention team in planning, designing and undertaking program evaluations/assessment;
•Prepare budgets and cash requests as per the plan;
•Provide guidance and support to EI project staff in preparing and submitting timely quality progress reports.
