Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
FAO participates in the development and implementation of field projects in the sectors of food security, agriculture and rural development. This requires the integration within the broader framework of sustainable food and agriculture that aims at increasing production and productivity, addressing climate change, and managing natural resources; and enhance rural livelihoods.
The project aims to assist the government of Guinea-Bissau to proactively mitigate the short- and medium-term food security challenges that the country is expected to face due to the effects of Covid-19 on cashew production and marketing and on food production and prices. In addition, funding will be provided to build the resilience of the cashew sector to market risks. The project design is based on the following main considerations and principles: (i) the need to provide timely production support to eligible beneficiaries, while taking into account underlying vulnerability in order to mitigate any such future shocks to food security; (ii) flexibility in support mechanisms, in order to maintain the relevance and appropriateness of the project to address the most urgent needs in a given community; and (iii) the need to leverage project support to strengthen the implementation capacity of government agencies.

The Emergency Food Security Project in Guinea Bissau is financed by the World Bank and jointly implemented by FAO. It aims to assist the government of Guinea-Bissau to proactively mitigate the short- and medium-term food security challenges that the country is expected to face due to the effects of Covid-19 on cashew production and marketing and on food production and prices.

Reporting Lines

The Technical Adviser reports to the FAO Representative in Guinea Bissau and will liaise with relevant units of the Sub-regional Office for West Africa (SFW) as the first port of call.

Technical Focus

The Technical Adviser is responsible for the overall technical guidance and technical quality assurance/quality control of the Project. He/she leads the management of the project activities, including financial, budget and human resources, prepare detailed project annual work plans in collaboration with stakeholders and make implementation arrangements.

Tasks and responsibilities

The key functions of the Technical adviser include;

  • Provide technical leadership assistance on the development, the implementation and evaluation of assigned programmes/projects; assists with the review of relevant documents and reports; identifies priorities, liaises with relevant parties; identifies follow-up actions;
  • Assist with the coordination of programmes and reviews the assessments of issues and trends for the implementation of programmes and projects and the preparation of impact evaluation or equivalent studies;
  • Assist/supervise the preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications;
  • Contribute to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations;
  • Participate in activities; structures training workshops, seminars, makes presentations on assigned topics/activities;
  • Lead field missions, including provision of guidance to external consultants, government officials and other parties;
  • Provide advice to develop policies and strategies as well as national protocols and guidelines for projects with specific domains related to FAO’s work.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in in political sciences, agricultural economics, development economics, rural sociology, food security, nutrition, sustainable agriculture (including livestock, forestry and fisheries), or related field.
  • Seven years of relevant experience in technical cooperation related activities, policy advice and analysis relating to agriculture, food and nutrition security, rural development and monitoring and evaluation of policies and programmes.
  • Working knowledge of French, English or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

Technical/Functional Skills

  • Work experience in more than one location or area of work, particularly in field positions is desirable.
  • Extent and relevance of experience in technical cooperation’s ‘related activities, policy advice and analysis relating to food and nutrition security, agriculture and rural development, monitoring and evaluation of policies and programmes
  • Extent and relevance of experience in managing and implementing projects involving participatory extension approaches in a rural African and  context
  • Extent and relevance of experience with intergovernmental bodies and multidisciplinary teams.
  • Experience in Cash Based Transfers programming  is considered an asset
  • Working knowledge of Portuguese is considered an asset.
