Globally, immunization is the most widely accessed and successful child health intervention in use today. However, high national immunization coverage rates often mask inequities at the subnational level. For example, while national DTP3 coverage in 2018 was 88% in Guinea-Bissau (WUENIC 2019), at subnational level, 5 out of 11 regions has the DTP3 coverage less than 80 per cent. A total of 14,585 children were unvaccinated in Guinea-Bissau during 2019. A total of these, 8,050 (55%) of those unvaccinated children are living in urban area, mainly in Bissau (6,574 unvaccinated children). Thus, set up an innovative strategy for these distinct communities with unique characteristics, will help to expand the strategic options for reaching the children in these contexts through programming. This will therefore serve to ensure that planned corrective actions are tailored and appropriate to this specific context. This approach is a way of improving the operationalization of existing guidance such as the Reaching Every District/Reaching Every Child (RED/REC) guidance – to decrease immunization inequities. Applying RED/REC guidance to the urban poor will provide specificity and substance to the strategies employed and ensure that they are fit for purpose of reaching those residing in urban slums, who may be marginalized and suffer from social distance from services rather than geographical distance.

How can you make a difference?

In this context, UNICEF has decided to support the Government to elaborate the urban immunization strategy and develop a detailed implementation plan to improve the immunization coverage with equity and quality. There is a felt need to engage a senior international consultant to work with MoH, WHO and other partners to fast track the process of elaboration of the urban strategy. It worth to note, that MoH just organized stakeholder’s consultancy workshop in two cities, namely in Bissau and Gabu and collected useful information on main bottlenecks on immunization in the urban areas, in Guinea-Bissau context.

1 – ACTIVITIES AND INDICATIVE TIMEFRAME:

The consultant will work under the guidance of the Chief of section of Maternal, Child health, HIV & Nutrition, by performing the following tasks:

  • Desk review on the existing documents (including the report of stakeholder’s consultancy workshop), elaboration of strategy and work with MoH, WHO, UNICEF and other partners for approval.
  • Develop a costed implementation plan of Urban Immunization Strategy, in consultation with government officials (including MoH and Ministry of Education), Local Government officials, with CSOs & Development Partners members of national immunization committee.
  • Present the costed implementation plan to MoH, EPI and other stakeholders and seek feedback.
  • Finalize costed detail implementation plan of Urban Immunization Strategy.

December 2020:

Activity 1 – (10 days) : Desk review on the existing documents (including the report of stakeholder’s consultancy workshop), elaboration of urban strategy and work with MoH, WHO, UNICEF and other partners for approval.

Deliverables: Approved Urban Immunization Strategy.

Activity 2 – (13 days): Develop a costed implementation plan of Urban Immunization Strategy, in consultation with government officials (including MoH and Ministry of Education), Local Government officials, with CSOs & Development Partners members of national immunization committee.

Present the costed implementation plan to MoH, EPI and other stakeholders and seek for feedback

Deliverables:  Draft of detailed Implementation Plan of Urban Immunization Strategy presented to the partners.

 Activity 3 – (7 days): Finalize costed implementation plan of Urban Immunization Strategy

Deliverables:  Final comprehensive document on the assignment three prior to the end of contract.

2 – TIMEFRAME, PAYMENT AND SUPERVISION:

ESTIMATED DAYS OF WORK: Approximately 30 days out of which 10 could be remote. The total period of the consultancy is foreseen from 1st to 31st of December 2020 (approx. 30 days)

3 – METHODOLOGY AND ORGANIZATION OF WORK

Duration: The contract will be for a total of one month. The table above is an indicative timetable for the contract. The consultant is free to propose a different timetable, if the proposal clearly explains the sequence of activities, the resources deployed at each stage and the feasibility of the duration of each stage.

 Management and implementation arrangement: The overall management of this contract will be done by UNICEF. Within UNICEF, Child and Maternal health, & Nutrition Section will supervise the contract.

The consultant is expected to work closely with UNICEF, and Ministry of Health.

Budget and Remuneration: The applicants should send a technical and financial proposal along with the application. The contract fee rate will be based on the current market value. The selected consultant will be remunerated according to his/her experience and the negotiations that will follow.

Professional fees will be paid on the successful completion of specific tasks and the satisfactory submission of deliverables.

To receive the professional fees, the expert will invoice country office for the number of days devoted to a task (according to Estimated Days of work and timeline section).

No payment will be made without submission of the specified deliverables.

To qualify as an advocate for every child you will have…

  • An Advanced university degree in Public health, Medecine (Paediatric Health, Child Development, Child Health, Nutrition, Epidemiology, Public Administration, Social Policy, Social Development, Community Development) or other relevant disciplines.
  • 5 years of relevant professional experience at national and international levels in planning, programming, implementation, monitoring and evaluation of health/immunization programmes.
  • Experience in developing policies and strategies on immunization, experience of having developed policy and strategy papers on immunization in WCARO country is an asset.
  • Experience in conducting technical desk reviews related to EPI, familiarity and experience working on technical aspects on EPI, vaccine management, cold chain maintenance, and policy issues related to health, and knowledge and practical experience of immunization, tools and methodologies related to immunization
  • Effective communication and analytical and writing skills. Developing country work experience is considered an asset.

4 – CONDITIONS OF WORK

Travel to Bissau from the duty station/residence of the selected candidate.

Travel arrangements according to UNICEF regulations. UNICEF will purchase an economy AR ticket.

UNICEF will facilitate transport to and from the airport and within Bissau.

In Bissau, the consultant will work with his/her on means, using his/her computer and internet.

All the products developed will be the property of UNICEF.
