Job Description
Locations: Guinea Bissau, Guinea and Cote d’Ivoire
About Company: Our client is a reputable management consulting firm that develops innovative solutions that address pressing healthcare challenges with focus and presence in West and Central Africa.

The Company is seeking to engage a Consultant with vast experience in healthcare social impact projects in Guinea, Cote d’Ivoire and Guinea Bissau to provide full-time on the ground technical support for Covid-19 vaccine introduction and rollout over seven (7) months.

The Consultants will work with health experts and resource teams to support the country through the Covid-19 vaccine introductions. The priorities will include conducting a robust baseline assessment, supporting country strategic planning for the Covid-19 vaccine rollout, and designing and deploying detailed planning packs for an effective rollout.
The consultants must be resident in the preferred countries; Guinea, Cote d’Ivoire and Guinea Bissau over the next seven months and must speak
both the official language of the location and English. The consultants must be conversant with country name health context, have established relationships in the Government, and be willing to travel within the regions/provinces as required.

Responsibilities

  1. Conduct rapid baseline assessment – The consultant will utilize a robust diagnostic framework to:

– Assess existing systemic capacities within the country, and the level of current preparatory work

– Understand relative subnational and regional readiness, including associated risks and areas of opportunities

– Determine priority populations and demand-side readiness of priority populations and political drivers

– Propose areas of opportunities and maximized success

  1. Strategic planning – The consultant will support the framing of strategies and decision making for the vaccine introduction:

– Utilize frameworks and options matrix to identify optimally tailored solutions taking into considerations the human resource needs, cold chain and delivery channels, funding, including leveraging on broader health systemic synergies and organizational collaborations

– Support the decision-making process within the COVAX team, and validation and endorsement of solutions by the minister, prime minister/ head of state

– Contribute to the finalization of a Covid-19 vaccine rollout strategy

– Deploy effective public communication approaches to improve demand, including tackling rumors, misinformation and reporting adverse effects around the rollout strategy

III. Detailed planning and preparation – The consultant will support the Government and partners to work through detailed planning with guidance from the WHO readiness checklist to:

– Set up working groups for each work stream and identify a named lead to chair each working group

– Support working groups to create detailed planning packs for work stream, including its execution

  1. Project performance monitoring and communication – The consultant will support the Government and partners to improve coordination and monitor progress through:

– Design and deploy a ‘traffic light’ reporting system to track progress on execution of workplan activities, enhance visibility, aid decision making, and accountability

– Coordinate project communication through weekly check-ins and monthly progress review meetings

Duty Station

The consultancy is based in either Conakry, Yamoussoukro or Bissau with occasional in-country travel.

Other Job Responsibilities

  1. a) Participate in routine joint problem-solving and learning sessions between countries to share knowledge, best practice, challenges, and progress on Covid-19 vaccine introduction
  2. b) Provide routine updates on program activities to the Company at the end of each week
  3. c) Engage actively with the MOPH, COVAX team, and other relevant focal persons to foster a good relationship with the Company.

Requirements

  • Demonstrated strong strategic thinking, problem-solving, and thought leadership abilities
  • Advanced computer usage skills with proficiency in Microsoft® Word, Excel, PowerPoint;
  • Strong knowledge of vaccine introduction, operational planning, budgeting, financial and performance management cycles and processes;
  • Secure people manager, able to manage and promote inclusive and diverse teams within the organization;
  • Fast learner, open to learning from peers, subordinates, and supervisors collaboratively and at a rapid pace; Results-oriented performer, experienced in developing and tracking self and team with clear KPIs;
  • Familiarity with the workings of the Ministry of Health and Immunization Program, relationships with the relevant stakeholders in the respective countries will be an added advantage
  • Commitment to reside in all through the period of the engagement

Qualifications

  • Minimum of Bachelors’ degree in international development, project management, health systems, health policy, and planning or other related fields.
