Title : Monitoring, Evaluation, Research and Learning (MERL) Specialist for MeREECE project

Functional Area : Program  Impact and Influence Area – Bafata

Reports to : Project Coordinator

Location : Bafata, Guinea-Bissau

Effective Date : Jan-21, 1 year renew

Travel required : 50%

Plan International Guinea Bissau is following its Country Strategic Plan, which covers the 5 years period 2018-2022. This strategic plan takes into consideration the Education, Health, WASH, Emergency Protection and Management programs, and with a focus on Gender issues in all programs. Plan International Guinea Bissau will implement the McGovern-Dole International School Feeding and Child Nutrition Program (MGD) project for the next four years. The Monitoring Evaluation Research and Learning (MERL) Specialist will be responsible for the measurement, monitoring, evaluation, and reporting on key programmatic aspects of the McGovern-Dole International School Feeding and Child Nutrition Program (MGD) in accordance with USDA and Plan International policies and procedures, and guidelines. He / she will ensure the consistency of the objectives and success indicators and will lead the development and timely delivery of relevant reports regarding the results to ensure the indicators of Plan international Country Strategy.

Dimensions of the Role

The Monitoring Evaluation Research and Learning Specialist will support the McGovern-Dole International School Feeding and Child Nutrition Program (MGD) project team on operationalization of Monitoring, Evaluation, Research and Learning system, data analysis and reporting to ensure that all objectives are met in close collaboration with regional education authorities in both Oio, Cacheu, Quinara, Bafata and Gabu regions.

The Specialist shall:

Develop and implement systems and processes to ensure the accurate and timely collection, analysis and publication of data and information in the project intervention areas of the Oio, Cacheu, Quinara, Bafatá and Gabu;

  • Contribute to the design and implementation of a project monitoring and evaluation system in collaboration with the Project Coordinator, the Monitoring Evaluation Research and Learning Specialist will develop planning and monitoring-evaluation tools, workbook and other related documents;
  • Update the performance and impact indicators of the project based on the results of the baseline analysis and the project’s monitoring and evaluation plan and develop tools to assist in the decision-making of indicators;
  • Collect and centralize field information related to the implementation of project activities;
  • Assist in the preparation of the project’s quarterly / semi-annual / annual work plan in accordance with the procedures laid down;
  • Contribute to the development of a detailed action plan for the project;
  •  Prepare a monthly record of project impact and performance indicators for the area for which it is responsible in accordance with Plan international quality education distinctiveness area;
  • Strengthen the use of monitoring and evaluation tools by partners such regional education authorities;
  •   Assist the Project coordinator in producing the semi-annual and the annual technical report, assist in the drafting of the monthly project report and any other relevant report of these assignments;
  •   Participate in facilitating the capitalization of lessons learned, good practices, significant changes and the sharing of experiences between the parties involved in the project;
  • Ensure that the project indicators are met and allow decisions to be taken on the progress and development of the project;
  • Contribute to the updating of indicators of results and impacts based on possible difficulties encountered on the ground;
  •  Make regular visit on the field to monitoring the project activities and deal with and COGES (Management committees in communities);
  • Contribute to project reviews and evaluations;
  • Contribute to the preparation of the baseline TORs and project evaluations;
  •  Perform any other tasks assigned by the Project coordinator and PIIA Monitoring and Evaluation Officer and MERL unit Team;
  • Collaborate with MERL CRS in project activities relative to this area;
  •  In collaboration with the MEAL Unit and others emergencies response member, support the implementation of the feedback mechanism by capturing and reporting the viewpoint of children, young people, community members and others partners about Plan International’s


The Monitoring and Evaluation Specialist will work closely with Project coordinator, Two (2) Zone Coordinator, Education Specialist, regional education authorities and Monitoring and Evaluation PIIA and will reports to the Project coordinator.  The Monitoring and Evaluation Specialist also will provide quality data and information to MERL unit to contribute to achieve the Country Strategy Indicators.

Communications and Working Relationships:

  • Key Internal: Medium contact with CD, PIIAM, PSM,  RMM, MERL Manager
  • Key Internal: High contact with Project Coordinator, project Zone coordinator, Education Specialist and MER PIIA
  • Key External: Medium contact Representatives of the Ministries of Education, USDA, UN Agencies, communities, etc.

Knowledge, Skills, Behaviors, and Experience Required to Achieve Role’s Objectives:

  • Very good research abilities. Ability to relate to people at all levels internally and externally.
  • Monitoring and evaluation abilities with focus on education and diverse/multi-disciplinary teams.
  • Proactive, resourceful, solutions-oriented and results-oriented.


  • Graduation or higher in Education Sciences, Social Science, Statistics, Economics, Public Policies, or similar areas;
  • Minimum of 3 years of relevant professional experience in monitoring and evaluating relevant projects and related fields;
  • Experience in monitoring and evaluating education or development projects;
  • Experience of collecting data in the field;
  • Experience in preparing reports;
  • Experience in conducting research and knowledge of research methods, participatory action and learning;
  • Experience in organizing lessons learned sessions;
  • Data processing through SPSS and SAP systems;

Skills Specific to the post needed to put knowledge into practice.

  • Ability to work under pressure;
  • Excellent written and oral communication skills, representation and influence;
  • Fluent in Portuguese and a strong knowledge of French or English will be an advantage;
  • Excellent capacity for critical analysis.

Physical Environment and Demands

Travel requirements

This position requires about 50% travel within the interventions regions of this project and eventually international travel.

Level of Contact with Children

The position will based at the Bafata Office and level of contact with children is medium.

Type of Role:

12 month renew. The salary is based on grade
