In Guinea-Bissau, failure to implement decentralization as foreseen by the Constitution, antiquated management systems, nepotism in the selection of senior civil servants, and dwindling resources, have rendered the public service ineffective. This leaves the State unable to provide high-quality services to citizens, especially at regional and sector levels, where the presence of the state is very week.
The UNDP program in Guinea Bissau aims to create the conditions for decentralization in the country building on lessons learned from other experiences, through the implementation of a Local Economic Development program. The main objective of this program is to assist the government to implement a participatory and inclusive local development planning processes, providing technical, institutional and financial support to enhance quality service delivery, and support local economic development promotion. The proposed approach on Local development in Guinea Bissau seeks to improve food and income security of targeted populations, especially youth and women affected by poverty and exclusion.
The Local Governance and Economic Development program (LED) is promoting structural changes in the country and creating the conditions for a meaningful change regarding inclusive and sustainable development. It promotes decentralization, local development and the design of a comprehensive national planning system that interlinks the national and local development, with Cacheu and Gabu as the pilot regions to demonstrate the benefits of such initiative for future scale up. This support aims to building and strengthening institutions at both national and local levels to deliver public goods and services to the population in an inclusive manner and promote social cohesion, thus contributing to the achievement of Sustainable Development Goals (SDGs).
Over the years of its implementation, the project has provided technical and financial assistance to develop tools and instruments to beneficiary technical structures and training for an effective local participatory planning process. A learning approach was developed and followed to ensure the transfer of knowledge and know-how. The project also contributed to the creation of a favorable environment for greater community participation. Different training materials have been produced and by the end of 2019, 7 Sector Sustainable Development Plans will be ready for dissemination among local, national and international stakeholders. Also, more friendly versions will be produced to support the territorial marketing of each Sector.
UNDP seeks a graphic designer to deliver original and impactful print and digital creatives. The role of the Graphic Designer is to actively engage in the execution of creative work by ensuring the quality of production, directing creative work and delivering creative materials that exceed the expectations of the LED team. He/She also manages external creative service providers, printers, and specially suppliers and will be responsible for shaping brand standards and procedures to ensure all UNDP products are brand appropriate.
Objective of the assignment:
The overall objective of this assignment is to edit and propose lay-outs for printable products that the LED program has developed along the 3 first years of its implementation, namely, manuals, plans, guidelines and leaflets. All materials are in Portuguese language and some translated in Crioule, French and/or English.
The specific objectives are to:
Design promotional and educational graphic arts materials in collaboration with the team taking into account the different target groups (internal and external) and bringing an innovative touch and following the trend and the preference of the targets.
 Manage relationships with graphic arts production / printing organizations and articles promotional (sending files according to the standards and technical characteristics required).
The graphic designer will work together with the LED team, Regional Planning Delegate, and local actors involved in different planning activities in the region of Cacheu.


Duties and Responsibilities

Under the overall supervision of the CTA, the consultant will be responsible for:

Expected Deliverables:
The team of consultants is expected to deliver the following products:

  • Design concepts, sketches and illustrative layout of the program publications, namely, guidelines and manuals
    Two pager visual illustration of the 6 PEDSS of Cacheu region. The design focus of the materials is on : (a) Utility and ease of use by the general public with low literacy, (b) Motivating the general public beyond knowledge to actionPresent draft PEDSS graphics with reviewed content, typography, illustrative layout, photography or any other designs
    In order to deliver the above products, the consultant is expected to perform the following activities:
  • After receiving the final text for the publication, the designer will design and layout the publication in accordance with the UNDP Graphic Standards and:
  • Create and modify graphic arts materials, ensuring all stages of achievement (photography, design, computer graphics), including photo processing and drawing design.
  • Submit the preliminary layouts for discussion with UNDP
  • Revise the selected layout as discussed with UNDP
  • Design and layout the publication
  • Submit the publication to UNDP for proofreading (2 rounds of corrections to be covered under the agreement)
  • Ensure all corrections have been inserted
  • Ensure that all messages and expectations are present and suitable in every graphic art product
  • Obtain a final sign off from UNDP before submitting electronic files to the printer
  • Prepare the electronic files for the printer (as described in the Design Specifications and Price Quotation, attached)
  • Send electronic files to printer and liaise with printer during printing process, receive and mark up final blueprint with final corrections from UNDP
  • Make final corrections to electronic file
  • Create PDF from final electronic file for UNDP Web posting
  • Submit all final files to UNDP on Hard Disk
  • Manage the creative process from concept to completion.
  • Collaborate with the LED team to ensure business goals are translated into creative strategies.
  • Review, select and oversee outside creative service agencies, freelance graphic designers, photographers, printers, advertising agencies, audio/visual providers and specialty suppliers in the development and on-time, on-budget, on-brand delivery of creative content.
  • Liaise with relevant agencies and services to ensure high quality of printable materials, monitoring timely delivery of products

  • leaflets ready for distribution – Deadline: 05 October 2019
  • PEDSS published – Deadline: 10 Novembro 2019
  • manuals published – Deadline: 30 October 2019
  • Guidelines published – Deadline: 30 October 2019
  • Cacheu Regional and Sectors Government website – Deadline: 10 November 2019

The consultant will work directly with the CTA for Local Development to whom will provide regular updates on the course of his/her assignment execution. The consultant will discuss any challenges or bottlenecks that he/she may find in the process with the CTA and find solutions to enable the achievement of defined objectives. He/she will also discuss with the CTA all technical aspects of the assignment, as well as proposed deliverables before formal submission.
The Consultant will report to the UNDP Deputy Resident Representative-Program, to whom he/she will provide briefings on a regular basis on the progress of the assignment.



Organizational Competencies:

  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.
  • Advanced University Degree in communications, visual communication, digital illustration and any related relevant degree;
  • Prior minimum 5-year experience in graphic design for communication for development is highly recommended;
  • Experience with facilitation of multisectoral stakeholders from government and development partners;
  • Excellent Portuguese and Crioule communication skills including writing ability, and oral presentation skills;
    Project and Resource Management:
  • Ability to produce high quality outputs in a timely manner while understanding and anticipating the evolving client needs.
  • Ability to focus on results for the client, promoting and demonstrating an ethic of client service.
  • Strong organizational skills.
  • Ability to work independently, produce high quality outputs.

Required Skills and Experience


  • Advanced Degree – in communications, graphic design, architecture or other related field.


  • Minimum of 3 years of relevance of experience in graphic design for development programs/projects
  • Extent and relevance of experience in producing culturally representative visual illustrations
  • Work experience from a developing country highly desirable
  • Excellent writing skills
  • Strong interpersonal and facilitation skills
  • Excelent Knowledge of Portuguese is a requirement with English or French is a plus
