Organizational Context:

UNDP Guinea Bissau is increasing significantly its procurement activities year by year and reaching 50% of the total grants’ funds for the 2018-2020 period. Since 2016, UNDP continues to be Principal Recipient for the Global Fund malaria grant and Procurement Agent for the HIV and TB grants, where procurement represents a significant component.

The country office (CO) is supporting national partners in procurement as there is insufficient capacity to conduct procurement up to international standards. The Procurement Officer will conduct various trainings on procurement and will ensure that this capacity improves.

The number of (DEX – direct execution) projects has increased.  In order to meet this demand, International Procurement Officer Fixed Term function is indispensable. The CO wishes to keep the professional level of this Procurement Specialist position at its highest in CO and the Project Management Unit (PMU) for the Global Fund (GF) grants, in order to guarantee full transparency and best value in all related procurements and continue to participate in capacity development in procurement for national partners.

The PMU-GF will supervise and build capacity of national staff.

The number of IC (individual consultant) contracts has also increased recently and as it is part of procurement function, the right overview must be ensured.

UNDP Guinea Bissau is managing common services therefore various contracts are established and managed at the professional level to the full satisfaction of UN Agencies.

Functions / Key Results Expected:


Under the direction and direct supervision of the PSM Specialist (Project Management Unit – Global Fund), the Procurement Officer develops, in conjunction with PSM specialist, the activities from the planning of the procurement to the Supervision and Monitoring of the inventories.  The Procurement Officer will supervise one General Service’s staff handling also transport, travel.

Advanced university degree (Master’s degree or equivalent degree) in business or public administration, procurement, Project Management, Economics, Finance or related area.

CIPS certificate or equivalent is an asset.


A minimum of five years of progressively responsible experience in Procurement is required.

Providing strategic support in development of procurement processes or related area (e.g. training, supervision, capacity development) is an asset.

Experience in the UN System, International organizations, Global Fund and/or field experience in low and middle-income countries, challenging operating environment countries or post conflict countries are an asset.

Language Requirements:

Excellent speaking and writing skills in English is required, working knowledge of Portuguese and/or French is an asset.

Other skills:

Solid computer skills

Preference will be given to candidates who have experience with ATLAS.

Contract Duration: 1 Year with possibility for extension
