Background

The UNDP office in Guinea Bissau was established in 1975 and has over the years grown to a total staff strength of about 100 and an average annual delivery of USD 20 million.  While programme delivery has been moderately good, the office has fallen short of fully complying with established programme management practices and procedures as revealed in the recent Independent Country Programme Evaluation report, the HACT annual reports, the quarterly CPI Index reports and other relevant dashboards and compliance reports.

In order to improve compliance and application of corporate best practices and to align the Country Office capacities with the ongoing corporate and country specific strategic documents, the UNDP office in Guinea-Bissau is in the process of establishing a new organizational structure. A new Programme Management Support Unit (PMSU) will be established to provide effective and efficient management advisory support services to senior management and to programme and operations Units. The PMSU acts as a quality assurance Unit aiming to make the CO more accountable in terms of programme performance and management of results and programme financial resources.

In this context, the PMSU is entrusted with the following:

  • Programme Agility Pipeline Atlas consolidation & technical support for CO business development ;
  • Results-based Management support to programmes ;
  • M&E – Defining M&E framework, identifying indicators, advising evaluations, etc.;
  • Coordination and quality assurance of CO results reporting ;
  • Technical risk management support;
  • Programme Quality Support to corporate planning – COABP, IWP, etc.;
  • Collaboration with Programme and project teams on developing integrated development approaches ;
  • Legal Compliance with partner agreements / MOUs Compliance with cost recovery and resource management practices.

Under the guidance of the Deputy Resident Representative / Programme, the Head of PMSU acts as a quality assurance advisor to Senior Management on all aspects of CO programme. The Head of PMSU provides advice to the Deputy Resident Representative / Programme and supports the programme units on strategic planning, monitoring and evaluation, audit, implementation of the Internal Control Framework and Results Based Management policies,   financial management of the UNDP Guinea-Bissau Programming Portfolio and the design and management of a new knowledge-management system. At the same time, the Head of the PMSU ensures compliance with the quality assurance and transparency procedures.

The Head of the PMSU works closely with the Operations team, acting as a bridge and enhancing information sharing between Programme and Operations Units and providing programmatic support to Operations functions. The Head of the PMSU will ensure that evaluations are designed and managed to assess the relevance, effectiveness, efficiency, impact and sustainability of results, and that evaluations are carried out in a credible and systematic manner. Lastly, the PMSU ensures that evaluation lessons and recommendations are used for programme design and contribute to the implementation of the UNDAP priorities and results.

S/he also works with Programme staff in other UN agencies, UNDP HQ staff and Government officials, technical advisers and experts, multi-lateral and bi-lateral donors.

Duties and Responsibilities

Summary of Key Functions:

  1. Provides substantive catalytic support in programme strategic planning in relation to the CPD, UNSDCF and coordinates planning activities in the annual programme planning exercise;
  2. Provides policy advice, planning support and effective programme quality assurance including sound planning and monitoring of programme financial resources throughout full cycle of programming from formulation, initiation, implementation to closing project.
  3. Provides technical advice to ensure the design and implementation of an M&E system in line with the applicable policies and ensures the effective management of the monitoring and evaluation processes;
  4. Acts as the HACT focal point and coordinates HACT and NIM, DIM and CO Audit Exercises to ensure their effectiveness and Risk Management;
  5. Ensures day to day management of the Programme Management Support Unit’s Staff Members for provision of responsive advisory services and effective facilitation of Operations-Programme cross-cluster collaboration and synergies and internal knowledge management.
  1. Provides substantive catalytic support on programme strategic planning in relation to the CPD, UNDAF and coordinate planning activities in the annual programme planning exercise;
  • Supports the IWP and the ROAR processes and other corporate planning and results reporting exercises;
  • Supports the Senior Management (SM) in business processes mapping and establishment of internal Standard Operating Procedures in Results Management and control of the workflows in the Programme Units;
  • Supports and coordinates knowledge building and management in the Country Office ;
  • Contributes to regular assessments of the country strategic plans and implementation plans and identifies lessons learned and areas of emphasis to underpin consistently improved programming and future strategic plan development;
  • Introduces innovation and best practices to enhance programme performance
  1. Provides policy advice, planning support and effective programme quality assurance, including sound planning and monitoring of programme financial resources throughout full cycle of programming from formulation, initiation, implementation to closing projects
  • Supports the SM in strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations;
  • Supports the development of systems to foster improvements in the application of internal control systems and in the maintenance of compliance standards in the CO;
  • Works closely with the SM in the CO and actively fosters collaboration between the various CO units and the project teams, HQ staff and Government officials, ensuring a successful financial performance by providing programme resource analysis for effective planning of resources;
  • Advises on implementation modalities based on UNDP rules and regulations;
  • Advises project staff and implementing partners regarding control systems, assess their effectiveness and general operational compliance with UNDP rules, regulations and policies;
  • In consultation with the Programme Managers and Cluster Team Leaders, assesses work processes and procedures to ensure that tasks are carried out with maximum efficiency;
  • Provides regular monitoring of the CO delivery, TRAC and non-core resources allocation, revenue management and cost recovery;
  • Ensures periodic monitoring of dashboards and exceptions, identification of remedial actions;
  • Supports preparation and quality-assures legal documents, including LoAs, MoUs, MCGs and Cost Sharing Agreements based on UNDP rules and regulations;
  • Ensures effective application of RBM tools, establishment of management targets, compliance with corporate requirements
  • Ensures monitoring of achievement of results including rigorous application of Prince2 and ATLAS applications;
  • Ensures the sound management of financial, accounting and realization of the Programme outputs through activities, in compliance with UNDP financial rules and regulations as well as specific fund/donor requirements.
  • Ensures the adherence to and implementation of the procurement plan in all its components, while ensuring efficient utilization of resources in accordance with UNDP rules and policies (in close coordination and partnership with the Procurement Section.
  1. Provides technical advice to ensure the design and implementation of an M&E system in line with the applicable policies and ensures the effective management of the monitoring and evaluation processes;
  • Provides technical advice for projects within the CO programme portfolio, including setting up an M&E framework with defined indicators to facilitate evaluation at later stages ;
  • Promotes evaluation standards, quality assurance/control and capacity development within the programme;
  • At key intervals/review periods throughout the year (quarterly, mid-year, annual reviews), facilitates review of information provided by projects on indicators and targets to assess progress, identifie constraints and gaps in implementation and provides appropriate recommendations;
  1. Acts as the HACT focal point and coordinates HACT and NIM, DIM and CO Audit Exercises to ensure their effectiveness and Risk Management;
  • In consultation with relevant programme and operations teams and under the oversight of the Senior Management, assesses risk areas and works with project staff to minimize risk exposure levels;
  • Coordinates periodic HACT exercises and ensure that the CO is HACT compliant;
  • Prepares annual audit plan for projects and coordinates with senior management and relevant teams and partners and IPs ;
  • Monitors the implementation of previous audit recommendations and advises the CO Management Team on status at its regular meetings activities;
  • Participates in project’s audit, control and follow up;
  • Coordinates the audit exercise among programme, project and operations staff and ensures compliance with audit quality standards and timeframes.
  • Provides evaluation feedback into policy/programme/project design and ensure optimal use of evaluations by providing guidance in preparation of timely management response to all evaluations;
  • Provides methodological support to various programme units during the formulation, approval and implementation of M&E procedures and instruments and select RBM tools, in particular related to monitoring;
  • In collaboration with relevant programme and operations teams, carries out programme analysis, at outcome and sub outcome level, in order to capture lessons learned and ensure that risks are properly monitored and mitigated;
  • Undertakes regular field visits to ensure compliance and timely execution of the planned monitoring & evaluation by various programme and project units;
  • Supports the actual conduct of evaluation of projects and programmes in collaboration with the DRR/P and UNDP programme and in consultation with the Evaluation Office in HQ, including outcome level evaluations,  aiming at measuring the impact of the CO programme.
  1. Day to day management of the Programme Management Support Unit’s staff members for provision of responsive advisory services and effective facilitation of Operations-Programme cross-cluster collaboration and synergies and internal knowledge management.
  • Leads and supervises the Programme Management Support Unit in all staffing, financial, planning, administrative and monitoring matters;
  • Promotes innovative PMSU practices for the whole of UNDP CO in Guinea-Bissau;
  • Facilitates knowledge building and knowledge sharing in the area of quality programme management;
  • Ensures and promotes close co-operation and co-ordination between and among projects and programmes in terms of monitoring of both process and impact of UNDP   interventions;
  • Orients and trains staff in understanding and applying sound and corporate compliant programme management policies, tools & methods;
  • Facilitates dissemination of best practices & advocate UNDP’s successful experiences as well as substantive areas of expertise through global knowledge networks;
  • Designs, establishes and manages an accessible e-knowledge management system for both programme and operations;
  • Creates cohesion and synergies between Programme and Operations Teams, as well as between the CO and projects, identifying sources of information related to policy-driven issues;
  • Networks and shares information with UNDP peers through Communities of Practice and other knowledge management mechanisms;
  • Provides advice in developing a plan to improve skills and capacity for basic results-based planning, data collection and survey methods for CO staff and projects;
  • Disseminates good practices, lessons and knowledge of gender mainstreaming as identified through project implementation, monitoring and evaluation activities.

Required Skills and Experience

Education:

  • An advanced University degree (Masters or equivalent) in Development, Economics, Statistics, Business Management, Social Policy, Development Studies or related area.

Experience:

  • 5 years of relevant experience in working with quality assurance instruments and results-based management models;
  • Experience in programme management and multilateral development stakeholders;
  • Experience in the usage of computers and office software packages (MS Word, Excel etc.) and advance knowledge of spreadsheet and database packages;
  • Experience in handling of web-based management systems and ERP financials, preferably PeopleSoft (Atlas);
  • Experience in setting up institutional knowledge management systems is an asset.
  • Certificate in human-centered design is an asset

Language Requirements:

  • Fluency in oral and written English and Portuguese is essential.
  • French would be an asset.
